1. FROM THE HELM
"Building a better future" - YNZ Annual General Meeting, 15 Oct
"Ensuring the future" is surely the job of us all, and as has been mentioned many times in the lead-up to this year's Annual Meeting, yachting faces many challenges. Not the least of those is the constant erosion of leisure time and the effect that has on the participation or "grass roots" level of our sport, that is, at our yacht clubs.
In choosing the theme of this year's meeting, "Building a Better Future", we will be focussing on two issues close to the hearts of most club executive committees. Simon Gianotti (Hillary Commission) will make a general address on "The Changing Face of Participation" & Carol Quirk (Hillary Commission) will discuss making the most of volunteers in her presentation "The Perfect Volunteer"
I will then host a discussion forum regarding the future of our sport in particular. I hope discussion will focus on the key aims for our sport, the role of the national body and member clubs & associations.
The Annual Meeting is also a once a year opportunity for club members all over NZ to catch up with old friends and make new acquaintances. We hope to see as many delegates as possible at the pre-AGM YNZ Barbeque at Royal Port Nicholson Yacht Club on Saturday 14 October at 7pm ($15 per head).
The Yachting New Zealand Annual Report for year ended 30 June 2000 was posted to members on Thursday 14 September, in keeping with constitutional requirements. At the July 22 Council meeting, the YNZ Council passed a recommendation to the AGM that the SEM levy be increased to $16 (plus GST). Clubs are encouraged to read the "YNZ Member Services paper" (published on the YNZ website) for a more detailed summary of the reasons for the increase. I look forward to seeing you in Wellington.

2. SEM LEVY - YNZ talking to clubs
To date YNZ Chief Executive, Simon Wickham, has addressed the Annual General Meetings of Auckland Yacht & Boating Association & Northland Yachting Association, and meetings of clubs organised by Wellington & Canterbury Yachting Associations in support of the YNZ Member Services Paper outlining the increase of SEM levy for the 2000 / 2001 year.
Simon will be in the Otago region early next month.

3. YNZ AWARDS FUNCTION POSTPONED
The Yachting New Zealand Awards Dinner will not take place on October 14 as
previously advised. Due to a loss in sponsorship we have been forced to
rethink the format for recognising the Sailor of the Year and other YNZ
award winners. The YNZ Board and Management will be investigating other
means to recognise our Sailor of the Year and Young Sailor of the Year and
=YNZ Honour & Cruising Award recipients in the future.
4. ISAF ANNUAL MEETING - Edinburgh, November 2000
Joe Butterfield, David Cook, Adrienne Greenwood and Jim Park will represent
NZ at the 2000 ISAF Annual Meeting in Edinburgh. All submissions and
committee agendas for the meetings are now available on the ISAF website,
www.sailing.org.
Members are encouraged to review the material and forward any comments to
Simon Wickham (by fax or email) at YNZ by Monday 9 October to ensure that
feedback can be passed to the New Zealand delegates in time for the>meetings.

5. PLEASURE BOAT SAFETY - Lifejackets a national requirement
Maritime rules and harbour bylaws was the main subject of discussion at the
recent National Pleasure Boat Safety Forum in Wellington, attended on behalf
of members by YNZ chief executive Simon Wickham.
The Group is comprised of representatives from all aspects of the
recreational maritime industry, including MSA, BIA, Coastguard, Police,
Harbourmasters, as well as individuals from the national jetski, jetboat and
waterskiing associations. Discussions are centred around skipper
responsibility and other issues relating to pleasure boat safety as
government finalises the maritime rules & bylaws regarding the operation and
maintenance of pleasure craft.
Practical application of the proposed rules has been the thrust of Yachting
New Zealand's contributions to the discussion, especially with regard to the
carriage of lifejackets and wearing of safety harnesses in adverse
conditions (ie when racing offshore) as a realistic alternative to
lifejackets.
The Harbour bylaws (navigational and safety) that will come into effect
throughout most of the country this summer include compulsory carriage of
lifejackets / PFDs for everybody, except in circumstances where for
ceremonial or similar events a rescue craft is close to hand. The existing
Water Recreation Regulations will be replaced by a National Rule under the
Maritime Transport Act by mid 2001.

6. HOSTING YNZ OPTISAIL - Club applications now due
21st September is the cut-off for clubs & regional associations wishing to
host an Optisail clinic this summer. A letter has been sent to all regional
associations outlining the tender process and information required in the
applications. Dates and venues will be confirmed by 9 October.

7. SYDNEY 2000
i) Racing starts on Sunday..
On Sunday 17 September at 12 noon, boardsailors Barbara Kendall and Aaron
McIntosh lead the New Zealand charge at the Sydney Olympic Regatta.
The Mistral, Tornado (Chris Dickson & Glen Sowry) and Soling (Rod Davis, Don
Cowie & Alan Smith) classes are the first off the start line, with the 49er
(Daniel Slater & Nathan Handley), Europe (Sarah Macky), Laser (Peter Fox),
and 470 classes (Melinda Henshaw & Jenny Egnot and Simon Cooke & Peter
Nicholas) starting later in the week. Clifton Webb (Finn) and Gavin Brady &
Jamie Gale (Star) have to wait until halfway through the regatta for their
first races on Saturday 23 September.
The News Update Page of the YNZ website (www.yachtingnz.org.nz) will feature
daily email reports from the NZL Olympic team and coaches from Sydney,
published as they are received.

iii) Home away from home in Sydney
Olympic yachting team manager Russell Green has established a "home away from home" team base in a six-bedroom house in Darling Point, five minute's walk from the Olympic sailing venue. Set up with the assistance of the New Zealand Sports Foundation, the house has been used as a home-base for the sailors in Sydney during the month's lead-up to the Games. This has been an excellent opportunity for the younger sailors in the team to benefit from the lifetime of experience of those for whom Sydney 2000 will be their second, third or in some cases, fourth Olympic Games. A team cook has made sure the cupboards are fully stocked and healthy meals are available, and two washing machines and three dryers (kindly supplied by Fisher & Paykel) were put through their paces by a constant supply of wet sailing gear!
The sailors and coaches will be staying in the Olympic village during competition, but the house will be available as a refuge for sailors during the day and in the evenings for those taken up with lengthy protests and boat repairs. One of the New Zealand shipping containers, set up at nearby Woollahra Yacht Club, has become a fully stocked workshop with tools, repair materials and equipment available to the sailors & coaches when required. Team manager Russell Green has been overawed by the generosity of those who have helped set up the Kiwi Sydney base. 8. ELEVEN DROWN IN AUGUST - 60 more predicted for 2000
In releasing the provisional drowning statistics for August, Water Safety New Zealand (WSNZ) have predicted that the total number of drownings for 2000 are likely to reach 160. With the peak drowning months yet to come, This would represent a 36% increase on the 1999 drowning toll of 118. The social cost to our communities through the predicted drownings for the rest of the year is estimated to reach $135 million.
Says WSNZ executive director Alan Muir, "Unnecessary drownings will continue to occur during the forthcoming months due to society's reluctance to observe simple preventative safety precautions. The simple fact about drownings, particularly recreational drownings, are that they are totally preventable, they are not freakish in nature and the majority are the result of ignorance or stupidity." Please remind your members to take care on the water this summer!

9. YOUTH SELECTION PANEL CONFIRMED
YNZ Academy Graduate & America's Cup sailor Craig Monk, Olympic silver medallist Leslie Egnot and YNZ Chairman Alan Dickinson will comprise the 2000 YNZ Youth Selection Panel. The Panel, chaired by Alan Dickinson, will select the team to represent New Zealand at the 2000 ISAF Youth Sailing World Championships in Sydney in December. Selection will be based on results from the YNZ Youth National Championships (Tauranga, April 2000) and the YNZ Selection Trials (sailed as part of the Barkers Men's Clothing WinCham 2000, 28 Sept - 1 Oct 2000).

Yachting New Zealand development personnel will be in attendance throughout the regatta observing all sailors as part of the on-going talent identification process.

10. 31 NEWLY QUALIFIED CLUB INSTRUCTORS
31 soon-to-be Instructors attended YNZ Club Instructor courses recently at Muritai Yacht Club, Takapuna Boating Club and Glendowie Boating Club. All successfully completed the course and are now qualified to teach learn-to-sail courses in their clubs.

11. COACHES COUNT
"Coaches Count" is a 42 page coaching manual, including 24 yachting-specific pages, produced by the Hillary Commission and Yachting New Zealand. Containing coaching tips, drills and exercises, Coaches Count will be a valuable addition to any yacht club needing help with training introductory coaches, instructors, parents and other volunteers.
Yachting's Coaches Count manual will be provided free to all YNZ affiliated yacht clubs and will be available from Yachting New Zealand from the beginning of October.

13. NEW RULES & SAFETY REGS - Have your say
The new racing rules of sailing will be finalised at this year's ISAF November meeting. In light of the likely changes, working parties have been set up in New Zealand to consider and review
1) the YNZ prescriptions to the new rules
2) the YNZ Safety Regulations. Submissions are invited from any clubs, classes and individuals wishing to contribute.
The Race Management Working Party will also consider the date at which the >new rules are adopted in NZ. In previous years, May 1 has been used as the cut-off date, although there are some exceptions, eg international events and related selection trials. Members will be advised as soon as a resolution has been reached.
